III.投资人的基本条件
III. Essential Condition of Investor
凡具备以下基本条件的境内外投资人均可报名参与本招商项目：
All the overseas & domestic investors with the following essential condition can participate in inviting businessmen for investment project.
1. 具有自来水行业的专业背景，有投资、经营大型城市自来水制造、输配和服务项目的相关经验和业绩；
1. With the specialty background in tap water industry, have the relevant experience and outstanding achievement in investing, operating large size city tap water production, transmission, contribution & service project.
2. 具有实施本项目所需的先进的技术、管理经验及管理人才；
2. With required progressive technology, managerial experience and management talents to implement the project.
3. 具有雄厚的财务实力，能够满足实施本项目所需资金的要求；
3. With abundant financial strength, it can meet the requirement of required fund to implement the project.
4. 具有良好的与政府和公众沟通的能力；
4. With better ability to link up government and public.
5. 有合法的法律地位，在历史上没有严重违约或违法行为。
5. With rational legal status, without serious breach of contract or offence in history.
IV. 招商工作安排
IV. Work Arrangement to Invite Businessmen for Investment
本招商工作的基本程序安排如下：
The basic procedure arrangement of inviting businessmen for investment work is as follows：
1. 在本招商公告期内（公告期自本公告发布之日起30个工作日内），有意向并符合上述基本条件的投资人应携带本企业概况、企业营业执照复印件、法定代表人身份证复印件、法定代表人授权书、被授权人有效身份证件到西安产权交易中心报名登记。
1. Within the time of announcement to invite businessmen for investment (The announcement time is 30 working days starting from the date to issue the announcement), the investor of intent and in conformity with the essential condition above can sign up and register in Xi'an Property Right Transaction Center with the general situation of enterprise, enterprise business license copy, copy of legal representative identity card, the legal representative letter of attorney and the licensee validity identity document.
2. 招商人将与所有在本招商公告期内报名登记的投资人（下称“潜在投资人”）建立沟通机制。招商人将指定专人负责与所有潜在投资人进行沟通，潜在投资人也可赴现场进行考察。
2. The working personnel and the registered investors (hereinafter referred to as “potential investor”) set up a communication mechanism during the announcement period to invite businessmen for investment. The working personnel will designate person in charge of communication with all the potential investors. The potential investors can go to the site for survey.
3. 根据招商工作的进展情况，招商人将在适当的时机向潜在投资人发布《资格预审文件》，潜在投资人按照要求提交相关资料。招商人将对潜在投资人的资格进行审查并公布审查结果。
3. In accordance with the progress to invite businessmen for investment, the working personnel will issue the "Prequalification Document" to potential investors, the potential investors should submit the related data according to the requirement. The working personnel will examine the qualification of potential investors and give out the examination outcome.
4. 招商人将根据法律法规的规定，通过法定程序从资格审查合格的潜在投资人中选择确定投资人。
4. The working personnel will select and confirm the investors from the eligible potential investors after qualification examination according to the legal statutory provision and legal proceedings.
5. 选中的投资人和基投公司签署产权转让和公司设立相关法律文件。
5. The successful investors and Infrastructure Investment Company should sign the assignment of property. The company should set up the related law file.
6. 按照法定程序，本招商项目经国家有关部门完成审批后，基投公司和选中的投资人共同组建合资公司，西安市政府有关部门将与合资公司签署《特许经营协议》。
6. According to the legal procedure, the project to invite businessmen for investment should be examined and approved by the national the department concerned, the Infrastructure Investment Company and the successful investors should jointly set up a joint venture corporation. The related department of Xi'an Municipal Government will sign the "Franchising Agreement" with the joint venture corporation.
